Personally my preference would be that car parks are made pay on exit. However that would probably impact on the profits of companies who receive funds from individuals who overpay just to avoid getting the ticket.
I agree there should be entry and exit barriers to any car park where someone wants to protect their land. They either want to protect their land or make money from it. They can't want the first but do the second.0 -
Well done sassy will say you were lucky as most railway car parks are now council run or PPC run the ones that are run by train companys are also classed as PPC as the rail company is in theory a private company

Most railway car parks are not covered by Railway Bylaws.
It's very rare to see a real Railway Bylaws parking ticket, I post on pepipoo forums most days and have only seen one post in 2 years with a real Bylaws ticket. Loads of fake ones though.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Don't they exploit railway bylaws?
because under railway bylaws the PPC wouldnt get the same obscene amount of money. in fact under a bylaw they mite get £30 to £50 if lucky and the hassle of going to court but most PPC invoices are for £100 or more
so they subcontract it out to a debt collection agency who use different tactics to get their money

Is it just me? I read the OP as saying that their ticket covered them until 13.13pm, and the invoice being "issued" at 13.10pm,
ie. 3mins before their parking ticket would have run out?0 -
