I ordered a phone with this company a couple of months back, and they said: to claim your free gift send your first paid bill within 28 days. However, 2 days later they sent me a bill which I didn't see, as I wasn't expecting my first bill until a month later.
They do say on their terms and conditions that if you don't claim within 28 days, you lose your free gift. Does this mean that I am now stuck with a cheap mobile, and have also lost out on my flat screen TV?

Read it carefully. This is a high risk dealer.
Your first PAID bill will actually be your second bill - showing the first direct debit has been PAID. In a court of law you would be able to show that (provided you can prove they RECEIVED the second (first PAID) bill within 28 days of its date) they are obliged to give you the gift.
Apart from that, "they" are the network and NOT the dealer.
According to your slightly vague timescale, the 28 days must be nearly up.0
