I always thought it was at the banks discretion as to whether they issued a debit card or not, regardless as to what is in the information regarding the account and what you get when you open it.
I know of people who have been refused a debit card on a new account for a period of time, for what they deam to be no good reason.
Going with Halifax are now owned by Lloyds TSB, so you may have a problem there.0 -
