O2 3G connectivity issue on iPhone 3GS

I've got an iPhone with 600minutes and unlimited Internet contract for 24months. It works pretty well, but sometimes even with full signal 3G becomes worthless. It just like station where iPhone trying to connect is not have access to Internet, or just too busy. 3G works perfectly, but not connecting anywhere. It's like you unplug your wi-fi router from Ethernet , you will still have wi-fi connectivity with no Internet. If I turn the 3G off in phone settings, it start to use EDGE and GPRS connectivity, and I got the connection to Internet. But they are really slow. I tried to contact O2 but they just suggesting to reset iPhone, and it makes no difference. When I try to explain to staff that it is network problem, and it is nothing to do with the phone they don't know what to do, and give some numbers to call. So what can I do about it ? Any advice?
