Today I went to report the car as Taken With Out Consent to the Police and they insisted it is not a crime and didn't want to hear about it.
I suspect they're too hung up on the towing thing and think you're just trying to get out of paying a fee. A poor attitude. Ask which car is his and if it's legal for you to move it.

@coupon-mad: I could not register... diffcult web to register. I am not doing it right.:(

Give it another go, just click on 'register' at the top, tick a box or two and answer the few Qs. Maybe the security word was hard to read, if so just click near it to generate an alternative one:

I have never seen anyone say they couldn't register on pepipoo before, it's easy so do try again. That's where you will get the help you need. Shame you've already appealed, pepipoo could have given you a much more solid appeal but can almost certainly still help you.

Did you appeal to the address it told you to on the receipt paperwork?

    I got stuck here:
    Verification Code
The data you entered in this field is in an invalid format

Please enter the following number as digits only (e.g. for "One thousand and fifty six" you would enter 1056): Sixty four thousand and fifteen

So you were away for 2 weeks, so had no access to it? Presumably, the CEOs had ample opportunity to ticket and tow the vehicle in those two weeks, but left it there blocking someone's access? That's unlikely, isn't it?

    Have you posted on pepipoo?

I suspect that they could have moved it to ridiculous place, took pictures on the 13th of Oct and maybe put it back near the kurb area not blocking somone's way. Then on the 15th of October towed it away. They have seen the car on the same spot for about 6 weeks and took a chance. Picture was taken @12:56 (time when there are less passers by).
  • It's late but I am sure I read you had a permit. Perphaps it was on the videoclip. If you have than I am assuming that you are ok to park it a bit futher along and you had not hacked someone off so they moved the car.

Is there anyone you can ask? I would have thought that a car parked accross an entry for six weeks would not go unnoticed.

Yeah I guess that's a possibility, some people think they own the road directly outside their house and get really funny if you park there. This is despite the obvious a) it's a public road and b) any car taxed and insured can use public roads (if you want somewhere to park outside your house get a driveway).

I always park within the white doted line parking space. Never parked on yellow line for the last 10 years. Not even at night.

Thanks an idea came to me: I would print out a question slip with my contact no. and place 'em on evry car near that road and one at the gate. They might know somthing.

Today I got a letter back from the council stating I am still liable and that I have not reported any crime to the police. :
I note the travel documents you have supplied. However, it does not appear that you have reported any crime relating to your vehicle. Given the available evidence, I am satisfied you should remain liable for this PCN.
I found out also I have to pay Sixty pound more within 14 days to get discount for the initial thicket that I got on the 13th of Oct. I have already paid 260GBP to get the car back. I thought it was included.
Regarding the possibility that the parking attendant moved my car, this was the reply:
Our Civil Enforcement Officers are employed directly by this Authority on a fixed salary, they are not given any target, or offered and kind of inducement or commission, to maximise the number of thickets issued. As such an Officer would have nothing to gain by adopting irregular practices or by making false entries in his/her notes.
So I went back to the police officer and told her that I want to report my car stolen. Of course she said the same thing that it is not a crime but said she believed me as we both thought about the gas company. Now I am pointing my finger to a gas company National Grid. I have noticed their road barrier and company sign with their contact on the 15th of October, the evening I got my car back. I took their number. I called them the next day and they got back to me within a week saying there was an emergency of gas work and but didn't start until 17th October and that they didn't move the car. I believed them at that time but was wondering why they were there on the 15th if the work was started on the 17th. My next move to write to them and to get a written reply from them that they didn't move the car. Then I don't know where to go...?
I registered but can not post anything on: forums/pepipoo com
any suggestion please let me know what I should do.
