forced into a phone contract...is there a way out?
Are they saying that the credit check would be declined if he came in another time due to the credit check that they had already done? If not, why would it be declined?
Did he agree to the credit check? (How would that be proven either way?)
I think if you are able to get out of it then you are on very shakey ground. You'll have to have a watertight story of what happened and why.
For example, why did he stay there for 2 hours? Without a reasonable answer to this I don't think you'll get anywhere.

Salesman: No, we charge £600 for it.
<Customer walks out of the shop> - believable
<Customer stays for 2 hours> - unbelievable
I'm not sure how I can see how the person in question went into the shop for one thing, and agreed to buy a completely different thing for 2.5x the price. Personally, it sounds like thoughts of "I guess that'll do", followed by "I'm regretting getting that".
