Is there a room 'stat as well that needs turning up?
Make and model of boiler would help. Programmer?
What do you mean by 'water heater'-if you have a gas or oil CH system then your boiler should be heating the hot water.
Do you have a separate hot water tank (not a combi boiler)?

I assume the OP means when the programmer is set to hot water.

    Y plan?

Not much to go on really but hazarding a guess at malfunctioning or wrongly set programmer, or sticking motor valve?

If an old system, could just be the pump stuck.

Whoah, jenny, the posters above are only trying to help, but you were not giving us all enough information to diagnose the problem, I actually don't see any sarcastic comments, so if you would like some help, lets try again.....

A call for "help" normally means urgent. If people post questions trying to help you and then have sit around waiting for an answer that doesn't come because you had other arrangements thats a waste of their time and is inconsiderate.

If you knew you were going out then a small note on your post to say so and that you'd answer questions when you returned would have been a more positive approach. Agree with Albyota - start again.
