payment for unused contract help

Hi
My son got a 12 month contract with Orange last Jan 05. He used up his free minutes and ran up a bill of £450 in the first month which he couldn't pay. Eventually, it was passed onto Westcott collections and my son agreed to pay it off at £50/month which he has just finished doing.
Lo and behold he gets another bill for £250 for the remaining 10 months of the contract that he wasn't allowed to use as he hadn't paid his bill
Can he be charged for this as he had no choice in not being able to use it as he owed them money which has now been paid. It doesn't seem fair.
Anyone had similar and what they did?

I suspect that their terms and conditions allow for this since he could of used their service until Jan 2006, but could not be allowed to access it because of ongoing debt, I would advise this gets paid off asap and that he start repairing his credit rating very soon.
