Orange changing prices

Hi, I am new to this but hope someone can advise me. My partner is currently on a rolling contract with Orange and decided he wanted a new phone, he got in touch with Orange and was told that he could have a Samsung Galaxy Black S with 500 mins, unlimited texts and internet/email for £26.50 per month, after some negotiating he managed to get them down to £22.50 so he agreed to go ahead on a 24 month contract. However the phone was out of stock at that time and he was told to wait for a text to arrive in order for him to take up the deal, he waited for this to happen which took around 2 weeks and today he rang them as the text told him to to arrange a suitable time for the phone to be delivered. However he was rather shockingly told that he would now have to pay £24.50 a month as the offer had expired and that was the best they could offer. As you can imagine we are both stunned at this and wonder what we should do next? I have emailed the Executive Office and I'm waiting for their response. How can it be right that they are penalising my partner for the phone not being in stock at the time of placing the order?? Any help or advice would be appreciated:(. Thanks Sarah. x
