Yes it is. All you need to reclaim from the RM is a receipt of some sort showing date of posting, plus the fist bit of the address and the post code. The printed till receipts can have the address details added by hand, a COP is pre filled before you go to the post office (usually) and just stamped by them when you get there.
I have used both to reclaim from the RM, the printed receipt was a little easier as it was only for one item, the COP is a bit more confusing as I list 10 items a time on them.
