Had to visit my Opticians at New Kirkgate Leith Edinburgh 1st October. No problem Using my Blue Card, Parked in disabled Parking Bay. To Optician's required to have drops put in my eye's in order to dilate the Pupils. Advised not to drive for approximately 1 Hour.
Returned to the car and waited for my eyes to return to normal no problems.
8 days later recieved 'Charge Certificate' with photographs of my vehicle entering / departing the Site and a 'Civil Parking Charge Notice@ sayin I had exceeded the Permitted Duration of Stay by some 27:30 minutes.
Could you please advise if this in your opinion Legal, I would be grateful for any advice You can offer.

It's certainly not illegal if you outstayed your welcome....Although as has been said, ignoring them will probably surfice, though I strongly agree that if somebody doesn't have a parking ticket or has outstayed their welcome for whatever reason, they should pay the penalty.Athena ANPR Ltd

If the ticket has been issued by anyone besides the local council, or the police, then the ticket is NOT ENFORCEABLE IN COURT.

            I think what's being said is that the issuing of the 'ticket' isn't unlawful, but that it may not be enforceable in court.
If it's a private car park, and it sounds as if it is, then the owner sets the rules. If you break the rules then the owner is within his rights to issue a 'ticket' and pursue it in the civil courts (County Court). Whether the court upholds the 'ticket' or not will depend on the circumstances and will be decided on "the balance of probability" rather than the criminal standard of "beyond reasonable doubt".
Blue badge or no blue badge, it's a private car park then the owner's rules apply. They can chose whether or not to offer concessions to blue badge holders.0 -
