You may well find that his prices are cheap just because he doesn't take paypal. That will put off the majority of bidders leaving the field open for lower bids and a bargain.
If everything else checks out then as long as you accept the risk of using a non secure payment method you might get yourself a bargain.
Personally not having paypal as an option is a deal breaker for me, I would not risk it. I'm not saying that because he might be a scammer my reasons are completely different. He only has 12 feedback, therefore he probably hasn't come across many problems yet with the post and might be one of those sellers who consider that it isn't his responisibility if an item goes astray. He might not have even thought about protecting himself against loss and might therefore be reluctant to assist you should the item fail to arrive, or arrive damaged. Another question I would have is whether he has quoted for special delivery only, or whether he is allowing buyers to opt for standard post. If you are relying on ebay to refund your money in case of loss read up on the requirements as where a seller 'offers' insurance on a non paypal auction it is up to the buyer to elect to pay for it. If a buyer does not pay the extra then an ebay claim will not be available.
This is a two tier system and paypal payers have tons mor eprotection that those not using paypal, so be warned.

im a ebay seller with over 80 100% feedback.. and I dont accept paypal on all my items.. too much paypal scamming out there.. i only accept paypal for items that go less than £40=======================
