Dangerous Parking
I am unsure what to do, a car has taken to parking at the top of my close that is causing me alot of problems.
It parks totally on the pavement - our pavements are quite thin and there is no room to walk left, let alone if you have a buggy as I do.
It is parked at the top next to a corner, so when I am forced into the road to cross, as I can't get past with my buggy, I can't see the oncoming traffic properly. The road that I am forced into is notorious for accidents. I know nothing about rules and regulations for driving/parking as I don't drive. Can I do anything about this, is it allowed ? I am very worried that this will cause either myself or someone else to have an accident.:(

1 - Speak to the owner/driver and explain the problem.
2 - If the road is adopted, i.e. not a private road speak to the council about the legality of the car parking on the pavement.
3 - Ring the local cop shop for advice0 -

I believe in my area that cars parked on the pavement causing an obstruction are police matters, so the council won't ticket them. The police however say that it has to be proven that it's causing an obstruction so they can't go out off their own backs and ticket them, but if you contact them and complain about it then they will do something.

The Traffic Regulation Orders (TROs) in Birmingham are complicated. Just because there is a vehicle parked on the footpath does not mean that we are able to undertake any enforcement action. If there is a yellow line or red route restriction in which the TRO encompasses the footpath, then the Civil Enforcement Officer would be able to issue a penalty charge notice. if the TRO only runs from kerb to kerb and does not include the footpath, we would not be able to undertake any enforcement action, and if there are no yellow or red line restrictions at all, there is no action at all that we could take! The police have powers if the vehicle is parked in a dangerous position or causing an obstruction

Since the road is a blind spot, that's probably why the owner decided to park the car on the pavement as well. Why not leave a notice on the car, to let the owner knows, failing that, knock on their door. Maybe they can park with only 2 wheels on pavement to give you just enough access and not risk their car as well?0

It's an obstruction and is dangerous. Report it to the police, in person, and insist that they force its removal.0

Well I tried knocking on the owners door
Was told to f... off so will try contacting the police.
Shame they didnt let me finish what I was going to say as I would have even offered to let them park in front of my house as I don't own a car.

Someone keeps doing this outside my house as well. I live on a narrow road with a reasonably narrow pavement - but there is enough room to park a bit on the pavement to allow traffic to continue to flow, but also allow wheelchairs and pushchairs etc to still get by, so there is no excuse!
Two people in vans keep parking right outside my house, so close it makes it hard to get out! The other day one of them parked so close to my front door that I couldn't get out of the house at all! I opened the door and told him to move, which he did. The other driver I haven't seen yet to ask him to stop parking so close. It's so selfish. People have to turn to their side and shuffle along to get by. I use a wheelchair sometimes, so need to be able to get it in and and out of my own house!
