parked on yellow line after the T bar

Hi
I have just been issued a PCN for parking on a yellow line.
The road has yellow lines on both sides, the one on the left goes on for about 20ft and ends in a T bar, the one on the right also goes on for 20 ft but the t bar is 15ft up and the yellow line extends further for another 5 ft and at the end has no T bar, the line just ends.
I was told by a traffic warden that yellow lines finish the the T bar and we could park on the rest of the yellow line.
Can anyone tell me the law on yellow line and T bar's.

    Well a yellow line should end with a t-bar as per the diagrams - but once you have a ticket a Council will probably decline your first appeal. However, they should re-offer the discounted fine if you get that appeal in by the 14th day, counting the day of the PCN as the first day.

    Nowt to lose by appealing, so, I'd say go ahead with that appeal but take advice first from the experts at pepipoo.com:

    Post a new thread over there, attach pics of the PCN, front & back (but blank out your ID details & PCN number) and pics of the yellow line if you can provide them, and any signage.

    In the meantime, if I were you I would email the Council separately and just ask for the Traffic Order (TRO) that relates to that street.

    They have to provide it to any interested person or they would be in statutory failure. Many TROs can easily be attached to an email and sent back straight to you, or you could just call in person at the main Council Offices to collect a copy at 10p per TRO (I believe). If they give any excuses then persist and be aware you don't have to even mention the PCN number (best not to so they don't confuse your email with an appeal).

    Prioritise the informal appeal first, but then get that TRO asap and it may well give you more ammo in terms of how long it states the yellow line there should be.


    It's the Traffic Order that counts and forms the basis of any contravention, not the line itself. So if the line is longer than the TRO says it should be then the surplus bit doesn't count and they cannot enforce a PCN if that's the case.

    Anyhoo, once you've had your initial informal appeal against the PCN refused (99% likely IMHO) you will get your Notice to Owner and then you can appeal again, formally. At that stage you would again need pepipoo advice IMHO and should be ready to show them the TRO you have obtained in the meantime.

    Finally if still refused after your formal appeal you can take the appeal to the adjudicator and all you risk paying is the full (non-discounted) fine, no costs or anything.

    Personally I would always appeal any PCN - but be aware that the yellow line alone may not convince an adjudicator unless you can produce the TRO. And also be aware that suggested appeals given to you by pepipoo, even ones that seem insignificant like the wording on the back of the PCN, may well win the day if it gets as far as the adjudicator.
