Go to the transaction in Paypal - there should be a button or a link there to refund the payment. Will it ask me why i am refunding and will i need to explain to Ebay why i am refunding? Since they paid for the Buy It Now i haven't done anything or bought anything so the money is still in my Paypal account, i am thinking it may take a few days for the fees that Paypal and Ebay take to be refunded?0

No. Paypal fees are refunded to you as you refund the money.

The paypal fees get cancelled when you refund, so you get those back immediately. You have to apply to ebay to get your FVFs back though, and that requires the agreement of the buyer (hence doing things quickly and keeping buyer happy). You will need to explain to buyer that you will be sending a mutual cancellation.

Be honest and give them a choice of options. I sold a DVD once where the pic I'd downloaded for it was the Blu-Ray version and I didn't notice. They messaged when they received it, I apologised profusely, offered to refund plus postage plus Recorded Delivery, in the end they opted to keep it anyway.
