So how do we make sure that the previous owner hasn't upgraded it at any point? He hasn't got it yet, should be coming tomorrow.....

On a 1.5 PSP, rather than allow the latest games to update the PSP to a newer firmware, use devhook to make the PSP think it's already got the newer firmware installed, whilst keeping your PSP a 1.5 homebrew running machine.
Devhook allows you to use all the newer functions included in the updated software, without having to update. Well worth doing. Otherwise, on a 1.5 version PSP, you cannot play the latest games without it updating the firmware first.
Mine was a 2.6, but I updated to 2.71 to enable me to downdate to 1.5. It's much better having a 1.5 PSP. it won't matter if it's been updated in the past. Chances are it was already on 2.0 or above when your mate got it. He's probably done the downdate himself.In a rut? Can't get out? Don't know why?

A few good answers for you above.
The 1003 PSP usually came from the factory as either 2.5 or 2.6 therefore it has been downgraded but it isnt a problem the bit that matters is that it is 1.5 now. Sony ocasionally release updates to the firmware/software available for downlaod or shipped on the game disks. If there is an update on the disk the game will need the update to run which at one point was a huge drawback of sticking with a 1.5 PSP as for a long time it was only possible to downgrade a PSP of version 2.0 or less. and it is only the last few months that it became possible to downgrade 2.5/2.6 and 2.71.
The problem of newer games requireing newer firmware was solved with a version changer that made the psp think it was a newer version but it could only be done up to 2.01 and even then some 2.01 games wouldnt work. This problem has been solved now with devhook it loads newer firmwares in to the PSP memory and boots as which ever you want I use 2.71 as it runs everything I use. If I decide I want to run some homebrew it requires a hard reset, power off by holding the power button up till it goes off, then switch it back on and it loads the 1.5 version.
The PSP homebrew scene is pretty big and there is some good software available including DGEN whihc is a sega megadrive emulator, TV remote control loads of stuff even a gps mapping system unfortunatly there isnt a GPS available YET for the PSP it will be later in the year.
The main reason for using a 1.5 PSP is the UMD emulators, Devhook does this. It allows you to backup your games (or however you get them;) and play them from the memory stick I have saved a fortune downloading games seeing if I like them if not scrap them if I like the game I buy it.

the basic answer is if it is a 1.5 it can play "backup" games or games downloaded from tinterweb.
