The NIP MUST be received within 14 days of the offence.
The time it takes to recieve the NIP is neither here nor there, they have 14 days (from date of offence) in which to ISSUE the NIP to the RK (and day 0 does not count as part of that 14 days).

That's wrong.
There are obviously good acceptable reasons why the NIP may not be served in time, as pointed out above (such as a recent address or RK change). But bad weather, postal strikes, getting lost in the post, or just serving it too late to arrive in time are not good reasons.
