Paying for airport trolleys - since when?

Just got back from Brum, and found that they've now started charging a non-refundable pound to use the trolleys. I was seriously not impressed - not used Birmingham for a while, but I'm sure when I used the London airports last year the trolleys were still free. Got a bad arm at the moment, so I didn't have any choice but to pay up.
Is this now becoming the norm, or is it just Birmingham getting tight-fisted?

Bristol also charges. If the airports have to reduce charges to Ryanair, easyJet etc. they'll try to get the money elsewhere - trolley charges, higher parking charges, paying for 'fast-track' security.0

Booooo, used Birmingham aeroport a few years back and they were free, tight fisted.I hate migraines.0

Main US airports have charged for years - certainly for departing passengers.
Charges such as this seem to be creeping in here as well0 -

Last time we came back through Gatwick (last month) they were charging £1 but you got it back.

Luton charge a non refundable £ however here in the home of all things bright and lovelly, stansted, you get your quid back.Live each day like its your last because one day you'll be right0

I do this at LAS when we land. I go over to checkin and always find a trolly laying around, they charge $4 for one and only give you back 25 cents if you return it!!The common law of business balance prohibits paying a little and getting a lot. If you deal with the lowest bidder, it is well to add something for the risk you run, and if you do that you will have enough to pay for something better.0
