Why didnt you just drop her off and go and find a park where she could have walked back to, she wouldnt have had the parcel then or

Its a good job that people offer advice here other than yourself, as coupon said depending on the signs they probably have every right to use the bay for loading/unloading, so going to find another place to park is not relevant if the op had 30 mins to complete what they were doing.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

And with one of those Council 'scameras' he could still have been sent a PCN even for dropping his wife off. That's allowed as well on most yellow lines but the Councils don't seem to worry about niceties such as whether a contravention even occurred. It's all about money.

The rules should be listed in a copy of the highway code, the loading bays I have noticed usually have a sign saying words like restricted to 10 mins and no return within x time.
Your story suggests that you were unloading, so once the items were removed from the car, then there should be no reason to wait in the space.
The observant of the camera screen would have noticed this, it will be very difficult (and/or expensive) to defend, so |I would pay up and put it down to experience for future0 -

Hello Pete Skinner, I think you have grounds to appeal on the basis that no contravention occured. If you were genuinely loading/unloading, and your wife did not carry out any other business, then you were using the bay for its proper purpose and if the permitted time was 30 minutes and you did not go beyond this, you have not contravened any order.
If however you were a bit naughty you may still be able to appeal if any of the signage, including the road markings did not meet the specifications set out in the Traffic Signs Regulations and General Directions 2002, again on the grounds that no contravention occured.
If it is not legally compliant it is not enforceable.
Google Traffic Signs Regulations and General Directions 2002 (new user, can't post links) the loading bay itself should look like diagram 1028.3 in schedule 6, read the notes in the table below the diagram.
Elsewhere in the TSRGD, section 12. variations of dimensions you will find the permitted tolerances for dimensions but note that any dimension expressed in terms of a minimum and a maximum have no further variation permitted.
I recieve 2 or 3 tickets every month and I have not paid one for 2+ years. it is highly likely, in my experience, that at some stage the authority has not complied with the law and you will not have to pay the charge if you can find their failing.0 -

We don't think you did misunderstand, and 'paying up' is not the advice that Gruff and I have given you at all! We are telling you that most people can get off MOST tickets and have given you a pepipoo link to check out your chances.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
