    Yes, illegally parked is still illegal if your sitting there or not.

    How long was she at the post office? There should be a loading excemption allowed.

    I think it depends on the signs, was it an ordinary loading bay with the legend 'LOADING ONLY' on the road alongside the bay? In that case you can stop and load/unload and you don't have to be loading a certain type of vehicle, as long as the signs just say loading only (I think) And as long as you were only parked for the purposes of loading/unloading (not doing a bit of shopping as well) and stayed within the time limit shown.

    It seems as though you have a case. Have you got a receipt from the PO that can show that your passenger was unloading a parcel? That would help. A parcel does count as unloading, the exemption includes 'postal packets' IIRC.

    You may like to Google 'Jane Packer flowers parking ticket' to read a successful appeal case which supports the view that a normal car can legitimately be loading/unloading and that the movement of items does not have to be continuous.

    I would always appeal a Council PCN, every time, even if I thought they'd got me fair and square. You just have to appeal, then go to PATAS or adjudicator and even if you lose you only have to pay the full fine (non discounted amount). No costs for you in taking your appeal that far and plenty of hoops for the Council to have to jump through.

    I always say, make them work for their money and maybe along the way they'll make mistakes in their paperwork and deadline dates. They often do.

    Post about your case on pepipoo forums and post there a close up pic of all pages of that PCN. Just blank out the PCN number and your ID, leave in the location, all small print and all dates:

    The pepipoo experts would also like to see a pic of the lines & signs where you parked. Best to take some pics but if not then show them a link on GoogleStreetView and with that info and the PCN wording on show you may be surprised what they will advise to add to an appeal.

    Why didnt you just drop her off and go and find a park where she could have walked back to, she wouldnt have had the parcel then or
    you could have parked and walked to the post office to meet here.

    I really dont have a lot of sympathy,

    I have more sympathy, bearing in mind it's a loading bay and they were unloading!

    And with one of those Council 'scameras' he could still have been sent a PCN even for dropping his wife off. That's allowed as well on most yellow lines but the Councils don't seem to worry about niceties such as whether a contravention even occurred. It's all about money.
