Ive had the same problem wherever I have lived and I just dont get it, neither does DH.
The heating will only come on if the thermostat is set at 20c or above, if I switch it to less that 20 it goes off and regardless of how freezing cold it gets in the house, the heating will not come back on unless I turn the thermostat to above 20.
Is there some way I could change it, my mum always has her thermostat set to 10c, never above 15 in the winter and there is always heat coming from her radiators, whereas mine go stone cold if the thermostat is below 20.

You have obviously not lived at your mums else it would be boiling if you set that at 20?
I can only asume your stats read high for the heat that is around. or the stat is broken?
Is it in a warm part of the house etc?
Get a thermometer and see how far it is out. then use that as your base line to compansate? The measure of love is love without measure0 -
Assuming if it is one of the Honeywell 'dial' types, if you put your ear close and turn it up and down you will hear a click when the thermostat is demanding heat and you can note the temperature on the dial. Same in reverse.
One of the problems with a wall thermostat is that its location is always a compromise. Have in a living room(which is normally warm) and that controls the temperature of the whole house; have it in the hall(which is normally cold) and the same thing.0
