Take a look and see what Royal Mail suggest you do. I seem to recall from another board that Royal Mail ask the addressee to sign a form confirming the item was never received before giving you your refund, so you may want to hold out on refunding them until you get confirmation this has been returned, but then, it was also said that Royal Mail are VERY slow at sending these forms out, and processing them when they are returned (several weeks kind of time) so this may upset your buyer.
To be honest, I would quite plausibly wait 3 weeks for a book to arrive - or longer if I forgot I ordered it, which I probably would after about a week.0 -
It does happen. I'm a buyer on the Amazon marketplace and I've had some items take up to a month to arrive. Touchwood, I've not yet had anything fail to arrive, but RM has served up some pretty battered parcels that look like they've been on the slow boat to China.
I am having to return my latest purchase to the seller; she dispatched the wrong book to me - correct title but wrong author. :eek: Woops! I'm hoping that it will all get sorted out amicably. If not, I'll be back posting on here and asking for your advice.
Send a friendly e-mail to your buyer; it won't hurt.

I can't see why there is any discussion here? The buyer says item hasn't arrived so refund them immediately, 3 weeks is long enough to wait, and then after 15 working days have elapsed reclaim your loss using your certificate of posting from the Royal Mail.
If I buy something and it doesn't arrive I would not expect a selelr to basically say 'tough luck'. A seller can protect themselves by using a COP for items up to £32, a buyer is reliant on the seller to be honest and ensure they don't lose out.
Also, a buyer can chargeback via their credit card or via Amazon anyway on the basis they paid for something that didn't arrive, so why let it get nasty when eventually you will have to refund anyway?

How do I get a refund?
If your seller refuses to give you a refund despite your attempts to resolve the issue amicably, you may be eligible for protection under the A-to-z Safe Buying Guarantee. You'll need to wait 30 days, but no longer than 90 days after the transaction if you want to submit a claim.
If the seller doesn't reply to your e-mails, wait three working days, then e-mail us to let us know.

Rest assured that if Amazon guarantee that the buyer will be refunded, the seller will end up paying for it.
