They would of used a collections agency to do a visit, a few of the dcas do them. They have a write to use a warrant as they own the metering equipment. Backbilling looking at the code would not apply, the op did not state that they have never issued bills. It would be like me walking into sainsburys and having a trolley load but paying tesco for it0
