02 PAYG on unlocked mobile no credit can I get calls?

Pretty much as the title?
An hour ago my son rang to say if I bought an 02 PAYG sim card he could call me as they had free 02 to 02 calls. So did that and bought one for £5 and put in a spare ASADA unlocked mobile.
It has zero credit and I can send a text to it (and read that) but no one can get through if they phone. I says call rejected on the callers mobile.
So does this mean I have wasted a fiver or am I missing a point?

On O2, you need to register the account by topping up. (as explained in the instructions - sorry :-) )
Incidentally, £5 is far too expensive. They are 49p from many corner shops, £1 in Argos or Poundland or free from the O2 website.0 -

When we were asked to get a sim card it was late afternoon and in our town only one mobile shop with one only card left. So being good parents we bought it. We called 02 to register and found we needed to top up. Grrrrr!!!
Thanks for your help and we will top up and carry in car as emergency spare.0 -
Remember that you need to make a call or send a text at least once every six months to keep it active.
You also need to top up once every 999days. (Although I understand this will be changing to once every 25 years)0
