Using Skype credit to call mobiles from mine if NOT with 3???

I know that 3 advertise that only they offer free Skype-to-Skype calls, but I'm talking about if it's possible to access Skype in the normal way online on another network....and then, using credit in my skype account, to make calls from my mobile to other mobiles/landlines in the normal way, eating up my credit as I go. What I'm trying to find is the cheapest way to call abroad using a smartphone which is not on the 3 network.
