Got A "PCN" In Hull But It Hasn't Even Got A Contravention Code Box Crossed/Marked

:mad:Hello
I'm a registered disabled person, I have Rheumatoid Arthritis, a Blue Badge and the car I drive is Motability's. I went to Hull to take my elderly mother (85) to an outpatient appointment and then went to her bank which is on Hessle Road Hull. I parked in St. Andrews Square car park. Unfortunately there wasnt a single disabled car park bay available, however I spotted a space next to a yellow marked area. Needing plenty of space to get out of my car, I allowed myself enough room between the car parked next to me and mine so I could get out and left the passenger side next to the yellow block area so my Mother could open that door wide so she could also get out safely without damaging our car or any other car.
When my Mother and I had done our business at her bank we set off back to the car park.
We arrived in time to see a man in reflective coat, laughing and talking to another person whilst sticking a packet on my car window.
I got across the road and asked what it was he had stuck on my car. He told me it was a ticket, I asked what for and he responded I hadn't parked straight. I explained about being disabled etc but he laughed and told me it needed paying and it didn't matter if I was disabled or not he said the car wasn't parked properly.
I drove away and parked at another car park to examine the "PCN Ticket". I immediately spotted that there are little boxes with numbers and the end box displaying X relevant box. A list of similar boxes with various parking contraventions is below the first set of boxes.
None of the first set of boxes have a X in it. Neither does the corresponding set on the "pay slip" park of this ticket.
I telephoned the number on the ticket and queried this but the man said it was still a legitimate ticket and had to be paid. I hadn't given any details.
Should I still pay this ticket or not - I didn't like the person's attitude towards me or my elderly Mother at all.
Sorry I've rambled a bit but the ticket seems so tacky and unprofessonal.
Hope you are able to offer some guidance.
Thank you.

Was it issued by the council or police, or a private company?0

If it's from a private company then ignore it of course as it's a scam, theres' nothing lawfully enforceable about it.
See the typical PPC debt collector letter-chains in pictures in our first thread here and then read other people's threads about their private parking tickets, there are hundreds of people ignoring bogus PCNs on here. I have been in your shoes as well and it's easy to ignore a private PCN, read here:

If it's from the Council then you can appeal it of course, get more advice on pepipoo forums if it's a real (Council) PCN. Only ever take seriously a PCN from the Council or the Police.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Unless the OP says to the contrary I would put an E-£5.00 bet on this being a ppc and can be safely ignored.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
I wonder if the OP was actually talking about St Andrew's Quay car-park. That is definitely a private car-parkWhat part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Hi
Thanks to you all - it wasn't St. Andrews Quay car park where B & Q is - it was /is known as St. Andrews Square on Hessle Road where Wilkinsons, Peacocks and Barnados Furniture shops are.
Having looked again at the ticket and examined everything on this site it would seem that this car park is also privately run and most advice is to ignore the ticket.
I was going to write to the company explaining my circumstances etc but from what people say it would seem they just in turn ignore such letters.
My problem is if I ignore the ticket, I don't want big men coming and banging my door down demanding cash!!
Anyway thank you all for your time and answers.0 -

For the big men to come round they will need to
Take you to court 99.99% unlikely
They would then need to win the case 99.99% unlikely
You would be ordered to pay per week a set amount. A CCJ against you.
If you failed to do so then they could send the boys round
All of this is highly unlikely
What you need to do is write to mobolise about this as theyare in bed with a few private parking firms.I all have learnt is from others on many sites.
Seek legal help if unsure.
Dont pay Private Parking tickets - they are mere invoices.

I guessed it was private when I saw this. "We arrived in time to see a man in reflective coat, laughing"
I knew it was not council as they have no sense of humour.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
I know the car park well....definately a private ticket. Advice stands Ignore completely and they'll eventually go away.
If the boys turn up tell em to politely go away. Most of us on here have had 1 - 2 - 3 or more of these tickets and have never been taken anywhere near a court much to our disappointment...your 99.99999999% safeYou may click thanks if you found my advice useful0
