    And an ordinary citizen DOES have the power to prosecute, so there's plenty the RSPCA can do. They employ experts in animal cruelty and in the legal matters related to it, and they frequently bring successful private prosecutions to court.

    I always remember being told when i was younger by my parents that pet shops wernt allowed to keep puppies and kittens? i've never seen a pet shop up here sell puppies or kittens
