Another vote for UKNova although it can be hard to get an account as it's so popular.
I've got a few friends abroad who use this to catch up on UK programs. It's a torrent site where you can get UK tv and radio programs (with the music removed), but it is unique in that it aims to stay legal by not hosting anything that is covered by copyright or available to buy.

You could try 'TOR', or 'Ghostsurf'. These fool the outside world into believing you are in the UK by using a proxy server.
I used tor to fool google in to believing I was a U.S. citizen when I signed-up for a gmail account (at the time, gmail accounts could not be set-up if you lived in the UK)Never Knowingly Understood.
