Anyone aged under 16 are entitled to confidentiality and receive contraception advice/treatment without their parents consent, but the health professional must ensure that they ahere to the Fraser Guidelines, which are basicially that the young person understands the advice they given and they don't want to inform their parents.
To ensure that the pharmacist is doing their job correctly, they need to have a chat with this young woman. If they are difficult, please inform your local health authority, pharmacists receive a fee from them to offer free emergency contraception service.
Also, you can visit any GP surgery for contraception, it doesn't have to be the one that you are registered with.

Thanks for all your replies. I took her my local pharmacist but they would not let us have it because she is not 16. So, I'm afraid I was a little naughty - went to a different pharmacy and said she had just turned 16 and he sold it to us. Had we had more time I wouldve taken her to family planning clinic for it but unfortunately I only found out this morning, had to work today and it had to be sorted by this evening.

Although it is said you have 72 hours o take the morning after pill, it's effectiveness goes down with each day. The third day after having sex it is actually only 50% effective (I'm pretty sure that's right, I worked in a pharmacy for two years and I'm sure that's the right percentage)Total abstinence is so excellent a thing that it cannot be carried to too great an extent. In my passion for it I even carry it so far as to totally abstain from total abstinence itself. Oscar Wilde0

Some areas have a PGD (Patient group Directive) where the pharmacist can dispense it for free. Otherwise is will cost in the region of £22 (priced reduction due to Gordon Brown reducing VAT to 5% from 17.5% on contraceptives). Very impt taken within 72 hours.“Official Company Representative

Well done Karen, I'm glad you have sorted it out for her, she is very lucky to have you to help her like that and its good that she could talk to you about it.
Its a shame she didn't feel able to talk to her own mum but I understand that can be hard. I have a 14 year old daughter and although I would be dissapointed and sad if she felt she couldn't talk to me about such an issue, I would rather her talk to someone else than cross her fingers and hope for the best.

Local NHS walk-in centres supply levonelle 2 free of charge if (as in any case) it is suitable for you. You are right in saying that effectiveness does drop significantly the closer to the 72 hr limit you get.0
