Sounds extreme to me, Tan. Does your 'scheme' go thru someone else .
Low users are better orf on a meter, which as far as I know are free.

What is a 'pay what you use scheme' if not a meter?

You are either on a meter, assessed on your propertie's Rateable Value, or (where a meter can't be fitted for any reason) an assessed value which equates to the average for your type of property.

£500pa is high and you would almost certainly better off applying for a meter. If it doesn't work out cheaper you can revert back within a year.

I am not on a meter as that would just about double my water bill at the moment for us.
However I pay £231 a year based on the rateable value of the house.
