Hi does anybody know who the cheapest car hire people in Florida for 21 year olds they seem to charge a surcharge ? Help

It's unlikely that there are any firms that won't charge extra for a younger driver. I looked a few years ago when i was still under 25 and we ended up having to pay a little extra despite the fact that i was a more experienced driver than my partner who was over 25. You may just have to pay the extra premium.0

US CARHIRE have a reduced rate for 21-25yo drivers, well less than the $25 a day fee. A 4 door full size car is coming out at £480 for 14 days as opposed to £385 for over 25s. Works out at around £8 a day extra. Not a recommendation as I havent used them myself.0
