The problem isn't to do with manners.
It's to do with legalities.
You are in breach of your insurance policy conditions if you admit liability for anything when involved in a motoring incident.
Saying "sorry" does indicate you are accepting liability, (as well a showing your ignorance of the legal implication)0 -

So what your saying is if you have an accident and you know its your fault, you say sorry then your insurance policy is invalid as you breach a policy.I all have learnt is from others on many sites.
Seek legal help if unsure.

I agree with the OP on this. I had my car dented once while I was sitting in it- the girl knew she'd done it, and wouldn't apologise.
I know there's legalities involved in potentially admitting liability, but manners at the start could offset anything worse as well!0 -

Apologising does seem to be an admission!
You do read of similar cases where no damage is done yet the injured party follows up with enormous bills for damage subsequently discovered, plus PI claims. It goes both ways.0 -

Am I missing something here? Why should the other driver say sorry when as far as both they and their passenger are concerned they did not touch your car?
The other driver started off by asking where the damage is which your partner confirmed there wasnt any and they then said that they didn't feel anything and was obviously unaware of any collision. Their passenger then got out and repeated the same things, that there was no damage and they were unaware of any collision. If two people are under the impression that they have not hit your car then why exactly should they say sorry?
I understand why you'd want them to say sorry if they hit your car but to be fair to them if they firmly believe they havent even touched it and there isn't a mark on either vehicle to suggest that they have then why would they apologise?0 -
If you expect common decency and manners or heaven forbid honour in this country any more you'll be sadly disappointed, you only have to watch the great and good examples of politicians and most celebrities and you'll know why our country is disappearing round the U bend.
Once in a while you meet or see someone who was raised properly and hasn't forgotten how to behave, it's such a delight on those rare occasions.0 -
