Energy Assistance Package (stage 4)

I qualified for £4k worth of spend on energy efficiency measures under the energy assistance package (see energyassistancepackage.com website.)....This includes cavity wall & loft insulation and also central heating system.
I already have a central heating system with a conventional IDEAL CLASSSIX boiler thats about 15 years old.
A surveyor called round today and said that under the scheme they will have to rip out all the old system and replace new radiators with thermostatic valves, new pipes and a combi boiler POTTERTON PROMAX 28HE PLUS. He said the Energy assistance package only includes 6 radiators and any extra need to be paid fot at £277 each (i will need another 8 meaning an additional £2216)....a bit exessive I thought... I asked if we could just keep the existing radiators and was told by the surveyor that I couldn't...
I called the liason manager for the energy assistance package and asked her to confirm the above. She replied that the package does entail a complete system change and if we don't pay for the 8 additional radiators required, they will rip out existing radiators and replace just the 6. This will mean I will have no heating at all downstairs....
I had thought they would simply replace my old boiler for one that was more efficient and may be change some of the smaller radiators downstairs to bigger ones....didn't expect complete overhaul...
Has anyone experienced this with them?
