help with isp

i upgraded to 8meg unlimited during the companies off peak times i get 8meg and during there on peak times i get 2 to 4 meg. my terms in my contract are not capped to speeds, other packages are. contacted isp he says im getting 8 meg all the time. spped tests prove im not getting speeds at different times of the day, previous package use to get full speeds all the time, isp says im getting full speeds as that is what my router is saying. i know for a fact looking at my spped tests i know im not getting this. just wondering what advice can people give me to sort this problem out. also ever time i complain speeds get faster is there anyway isp can restricted my speeds at his ends. thanks for your help

If your ISP isn't throtlling your connection, then you'll probably find it is contention (where there are more people trying to use the internet, than there is available bandwidth). This is normally caused by:-
    a) the ISP not having enough network capacity to support peak time usage for its customers.
    b) BTw have a significant number of users connected at your local exchange, and peak time usage is suffering from contention.
