eBay's inaction on stolen mobile phones

Last month, eBay trumpeted the fact that they were cracking down on the sale of barred mobile phones as these were invariably stolen.
Therefore when I came accross listing no 190035381241 I reported it. It clearly says 'blocked within the UK' i.e. its IMEI number has been blocked and it is therefore almost certainly stolen.
The answer came back from eBay later today: 'we have taken the appropriate action'. What appropriate action can they take other than to remove the listing? It clearly contravenes their own rules without a doubt. It was only last month the press report was in all the computer magazines about them banning barred/blocked phones.
Are eBay not now involved in allowing the sale of possible stolen goods given that they know about this listing and have not removed it?
As you can probably tell, Im infuriated by their inane responses to reports once again.

I rather suspect that we have a high end powerseller, one of the precious metal ones reading us sometimes as on occasions things have happened within minutes of being posted.

incidently on the ime number front, is there anwhere on the net you can put the ime number into the phone to tell if it has been stolen.Listen to what people say, but watch what people what people do!!0

Why would eBay remove all their listings of stolen phones? They would take out around 60% of the mobile phone listings!0
