Could it be a router config issue, i.e. is the router set up to allow wireless access, mine (linksys) can be set to block all access or allow only certain mac addresses (network card addresses) and ip addresses.

I don't think that you understood my question. It is not necessary to use any Orange software on the PC that you are trying to connect. To connect you can either use the Windoze wizard or Belkin software that you will have installed.

No i didn't use either of those how would i do that

Those orange instructions are very confusing, they say paste the wep key into a wpa-psk box..

Can you see a new network appear on the PC with the wireless adapter, called wanadoo/orange etc..

When you find avalible networks there is one which says livebox, which orange uses?

So how are you trying to connect the DD's PC with the Belkin thingy?

Do you have a wireless icon in the system tray down by the clock?

    Ok,

I put the disk in to add the hardware, belkin usb, it ran then i went through to orange and tried to add another computer as on their list, it picks up the network, as well as a few others around here, but keeps skipping in and out of it, never a solid connection?

It may be interference from other wireless devices nearby. What channel are the other networks that you can see where you are? You may have to try changing the channel used by the Livebox, by going into the wireless settings page and finding the channel setting which should be 1 - 13. Choose a different one to those nearby. Do you have any other wireless devices like a video sender or cordless phones? If you do, try switching them off to see if they are interfering.
