Having just returned from Dublin on Sunday a couple of things.
1, never booked any checked baggage and was not asked to pay any money at Stanstead even though realised had liquids in baggage.
2, On the trip back from Dublin to Stanstead as the flight was not full was told we could take bags ( and I had a 7kg holdall) on board, even though we had liquid and toothpaste etc in bags ...sailed through security ...One rule for one one for another I guess.
Also not sure that I would want to take just one checked bag for 2 people, we always take 2 and always mix and match in case we arrive minus out luggage !"Man invented language to satisfy his deep need to complain."

Excel airways let you combine your luggage allowance so long as no one case exceeds 25kg (individual allowance is 20kg). This meant when we travelled as a family of 3 we had 60kg of luggage allowance but we could either take 3 cases of upto 20kg each or 1 or 2 cases of 25kg each. The reason for the limit on weight of individual bags is the manual handling for airport staff. We also usually take a lightweight bag in the pocket of a case incase we are over as we usually travel with just two bags. This means we can put the excess from the cases if necessary into the light holdall.

They do tend to be a little lenient. When we came back from our hols on Mon day Easyjet didn't quibble that one bag was 23kg instead of 20kg. Afterall I don't take a set of scales with me to weigh them for the journed back LOL Mind you the other bag was only 11kg so well under our total 60kg allowance.0

the weight limit for handling a suitcase is higher than 25kg...a lot of baggage rules are made to stop the subsequent anarchy that would happen at check-in when rules aren't put in 'janet and john book' form...blaggs , clever try ons etc etc etc0
