The problem with phone numbers is that, for every 5 digit city code, you've only got a maximum of 6 digits left for the actual customer number, so that's about 1 million possible numbers in each city code (000000 to 999999, but I don't think 000000 is used because if you're dialing within the same area code, the exchange will start processing the number as international).
