I got one from http://www.cutmysim.com/ for about £20 but i expect you can get cheaper ones. As more phones adopt the micro sim format i expect the prices of cutters will fall.

I have tested it on several free payg sims and they all work fine once cut. The actual chip is much smaller than the metal contact area so even it some of the metal gets trimmed the actual chip is still safe.

If you snap an old sim you will see just how small the chip is - only about 4mm x 4mm.
