I agree totally, but I have a caveat - ban the grannies, and Sunday drivers - for life - that have 3 mile tail-backs in a 50 zone - doing 30 (believing that they are safe drivers - but causing head-ons from people trying to adhere to the safe driving speed indicated on sign-posts).
I know so many crazies: gripping their steering wheel, their backs away from their seats - hunched in terror - when they go above 20mph - unbelievable lack of confidence / driving skill - ban 'em forever!

Now THAT would stop a lot of speeders (cos they wouldn't be delayed by these brain-dead) ;-)
The person you are quoting posted that in October 2010 and hasn't been here since October 2011.

Your insurance reflects your risk; and you have to admit someone with a speeding ban is a much higher risk than someone with a clean license.

Hardly.. I can't really deny that I travel "within the conditions" rather than the set limits, everyone makes progress and in 8 years of motoring I'm yet to pickup a speeding ticket, or anything related to dangerous/inconsiderate driving.

There's more to be said for hazard perception, than what you let yourself get caught doing and recorded on your licence.

I'm not sure what you are actually asking.

Is this about insurance cover, or about prosecution for no insurance?

If the latter, I suggest you post here for advice;-

Perhaps the insurer could appoint an assessor to undertake a 6 month audit on your driving abilities.
