I agree you cannot say all those who show a pass gets one free.

In my area those on the Future Jobs Fund get a free bus pass.

I went to Norwich recently, and was amazed by the number of P&R carparks dotted around the main bypass. A very very good scheme - and at only £2 or £2.50 per car (can't remember the exact price), it makes more sense to drive to one of these (2 miles) even if you live close to the centre of town (get a taxi even), as if you have at least one passenger, it's cheaper than a standard bus service. My OH family live quite close to one of these carparks, they could even walk there (I don't know if teh carpark check if you have actually bought a car) - two adults, 2 children at £2/£1 on a standard bus = £6 into town, £6 back, or a short walk and get a £2 ticket that covers them all!
