Orange/T-mobile roaming from 5th October

my dad currently has a t mobile phone and wants to get a new phone. at the moment there doesnt seem to be many decent phones available on t mobile pay as you go. i suggested trying a different network. vodafone, 02 and 3 all seem to be expensive. so i looked at orange for him. can anyone explain simply what the charges on pay as you go are with orange as i have seen conflicting info. firstly they make things confusing by having several price bands with different animal names. the one that seems suitable for him is called raccoon because that seems targeted at the low user. however on that it says it is 12p per min calls and 12p per text. i have seen other info saying it is 20p per minute on orange pay as you go for a call.
basically he just wants to be able to get a decent enough phone on pay as you go and on the cheapest network apart from the small ones that have poor coverage.

Which network is currently best for data - Orange or T-Mobile please (as currently looking for a new contract and need internet included)? I know that both have FUP but believe that T-Mobile is a soft limit whereas Orange immediately charge you if you go over? If this is the case, T-Mobile would appear to be the best option (one of the 1gb options), particularly with this announcement as I was thinking that Orange network was more reliable, that this will no longer matter.

T-Mobile by a long way. If you get a smart phone, you should get a 3gb fup.....if you buy it from a reseller, it's still possible to argue it with their CS to get the 3gb FUP.

Orange do two data plans. One is a capped 500mb plan which you will be charged if you go over the other is a unlimited plan which has a 750 MB FUP but you will not be charged if you go over. Orange might if you use massive amounts of data cap your speed but they will not charge you. The unlimited plans are normally on £35.00+ price plans. If you are on a lower plan you can upgrade to unlimited data for a extra £5.00 pm.

Does anyone know if, for example, Panther 30 from one of the online stores is the same Panther 30 that you get from Orange direct please (I know there are sometimes variations depending where you buy, e.g. with o2)? I ask as Panther appears to include 50 MMS per month and I believe 100 minutes calls to various overseas countries on Orange's website, but that is generally not mentioned on the tariff summary on Mobiles.co.uk, e2save etc.
