Help finding an independent Assessor

I work for a community centre in North Essex which was refurbished almost three years ago now. A whole new heating system was installed but since then we have had one problem / breakdown after the other, I dont think there has ever been a time when it has worked without any problems.
We are registered charity we lease the building from the local council who commissioned the refurbishment. Although we have complained to the council about taking over the maintenance contract of the heating as there are so many ongoing problems we are now liable for any charges.
We would now like to find an independent assessor to look at the heating system as we feel alot of the problems should be either down to incorrect installation or come under warranty but with out expertise we dont have a clue. Can anyone point us in the right direction? Many thanks
