AFAIK, there is something called Mobile Call Termination Rate of 4.5p per minute, the originating network has to pay to terminating network.
I think that Jack-ups the price.
Ofcom is trying to reduce this call termination rate from 4.5p per minute to 0.5p per minute.
Hope this happens sooner rather than later.
But all will happen will you'll have to pay more for calls , or get less minutes for the same cost or have to pay for incoming calls.
All the changes are forced on the industry by the EU mean something comes down and something else rises.
Do you think it's any co-incidence that EU forces limits on tarrifs so text and data got cheaper abroad and almost at the same time UK data allowances changed from unlimited to a set limit. One thing has got cheaper and another gone up so the networks want to get there pound of flesh for shareholders?0 -

In reference to the US comparison, the US operates on a RPP (Receiving Party Pays) principle, so we do not differentiate between mobiles and land lines, hence anyone calling the US will pay the same rate regardless if the call a mobile or landline. We do get charged to receive calls. It's not a big deal, since we get gazillion of minutes on contract than we know what to do with it. Hence, a lot of folks hare just call you on your mobile. OTOH, UK and most other countries operate on CPP (Calling Party Pays) principle, the caller pays a premium to call a mobile, even though it's free to the person being called to receive (i.e. CPP). No doubt, in general, call costs are cheaper here.0

Most train quiet zones I know are air conditioned with no opening windows so yours must have been the exception or maybe it's an apocryphal tale?
I'm not sure why it would even need to have been thrown out of the window as the snapped sim could have simply been handed back to the owner.0
