Can this mobile outlet offer be beaten?

Hi there,
I want to buy a new phone and have stumbled across a good offer on the mobile outlet. However, I have read bad things about difficulties obtaining cashback from them.
If anyone can find me a reasonable offer that is similar from a site where cashback can be obtained far easier, I'd appreciate any advice/input.

My requirements are simple:
Minimum monthly text allowance: 250
12 month contract (completely free, via cashback).
Thats all.
I am not greatly concerned about the phone itself, or the number of free minutes (cross network or otherwise).
I am currently on O2's PAYG getting 300 free texts by topping up £10 each month. It seems im throwing this £10 away, if I can just get free line rental and a free phone with the offer mentioned above.
