OP unfortunately that is fairly normal for recorded in some areas it never shows as delivered so as far as paypal are concerned you can't get a refund as seller hasn't got the item back. After 15 working days though you can start a claim with RM and you'll need details of the original amount you paid (so send ebay details) and the recorded slip. Keep copies as the claims often go astray.
There is a good chance seller actually has the item, but unfortunately you will never know.
Some sellers will admit to receiving it - Some won't. It depends on whether they wanted the item back or would rather keep the money....:rotfl:0 -

OP should first of all ring RM customer services, apparently in a small number of cases they can simply update the situation if the seller has collected it or it has been delivered.

They usually reimburse item cost and actual postage paid.

I for one just go into any paypal dispute on receipt of the returned item and refund anyway without waiting for paypal to do their 'bit'.
However there are (IMHO) a lot of sellers that would see the lack of tracking as a blessing in disguise. I am sure that there are sellers who would see this situation as a win win. Seller gets the item and the money, buyer gets a refund via ROyal Mail.
I stress this is not my view as I would refund, but you can bet your life some sellers would not;)0 -

It's worth calling RM and asking them to check, I have been given details over the phone of a couple of items that were never shown on the tracking site as delivered. They give the excuse of the site 'not being updated', but the site never was updated with the details they gave me.Some days you're the dog..... most days you're the tree!

I've been on here too long, I've seen the threads where the first person people ask was 'was it sent by buyer/seller tracked?'. We've had this exact scenario from the sellers point of view in the past month, and people are quick to say 'well..it doesn't show it was received so paypal won't find for the buyer'.
Hopefully though the OPs seller will be honest and if item does arrive back, even if not tracked they will refund. If RM say item was delivered but still refuse to update the tracking then that is worse case sceanrio as paypal will still not refund, but RM will also refuse to pay out as item is not lost.
