£10,000 bill for hire car, insurance company will not pay.

I assume your partner was a driver on your normal policy.
The fact your partner used the hire car to drive you to work and to take the kids to nursery would mean (Assuming the distance was not reasonably walkable) that having hire car was warranted. Although the hire car is very expensive (I'm guessing it's a 4x4 or exec eg BMW) has meant you did not claim for loss of earnings etc.
If Albany had any competence they would have discovered the above and taken the other insurer to court or threatened to.
If Albany cannot find the contract and / or credit agreement you can probably find that the debt is unenforceable (I suspect this may be why they are not pursuing the other Insurer as they would need this to prove the claim). If they cannot provide it the loan forum on MSE can probably help you.
When you renew your car insurance, bear in mind that Admiral are very aware (And have been for a long time) that Albany are worse than useless but have continued using them. In addition Admiral will have been paid a commission from Albany of between £300 and £600 for introducing the business to them...0 -

A car (like a ford focus for example) should be something like £200-250 a week
Thanks for chipping in, your input is much appreciated. You may actually be more help than you think. I want to try and get as many people as possible to make a joint complaint about this so it cannot happen to anybody else. I will get a few online quotes on vehicle hire cost, so that if it does go to court I can prove that they were charging well over the odds.
Thanks

Your assumptions are accurate. He was a driver on my normal policy and the car was exec class.
I will keep everyone updated on what happens. Thanks all for being so helpful.
Anyone who is having problems PM me so we can all discuss how to go about making joint complaints, even if your case has been resolved but you are unhappy with how you have been treated and misled by Admiral and/or Albany.
Thanks

I would advise you not to do this at the moment, the reason is that when you signed the contract you agreed to help Albany recover the money etc etc. Your campaign might work against you, when / if you get this sorted out by all means do it.
Honest John who writes the motor agony aunt column for the Telegraph has a bit of a campaign going. On his forum there are lots of stories of people with massive CH bills.

I know they are the newest july rates but, even checking back to 2009 etc the rates were lower (presumably for inflation etc etc)0 -

I once had a customer whose Ferrari was written off by a garage when they "Test" drove it after a service. The credit hire company were having kittens over the money they would make on it until they discovered the garage Insurers specifically exclude paying credit hire costs. Then strangely they were not prepared to take on the risk of hiring a car on credit on the off chance they could get the money back by sueing the garage directly...0 -
Credit hire is messy business but as you've said clearly does make profit for insurers, I guess they have to make money somewhere as most don't make it from the premium.0

Well done. Thanks for the document. The car was a Merc CLK and your document shows that they were charging too much. The cost charged was £338 and should have been less based on the document you provided. I feel even more prepared to challenge them.
Thank you so much.

The rates that applied when your CH was issued will be different as Adam has given you the current ones, you can find the appropriate ones here by clicking on the relevant date (They are probably not much cheaper). http://apps.abi.org.uk/tphire/
The rates are published by the Association of British Insurers are an agreed rate by subscribing Insurers and Credit Hire Companies to try and minimise disputes (Before these CH companies would try and charge what they like)0
