Is there an access number to call 0845 from inclusive minutes?

Hello Money Savers!
Apparently it is possible to call an 020 number (London) at a local rate from your mobile phone and then enter an 0845 number. As you are calling a local number, it comes off your inclusive mobile phone minutes (if you have free minutes) so it is not chargeable.
Does anyone know what the access number(s) are?
(I have called 020 0222 0700 and entered 0845 and 0846 numbers, but neither of these worked.)
Thanks for your help!
