Renewing photo on drivers licence

My OH is due to renew his photo on his licence.
But typical male he cannot find his counterpart.
He's had the photo taken and has his drivers licence, but the form states both the photo card and counterpart needs to be sent with the renewal form.
Can we just send it all off without the couterpart?
It seems silly to have to pay for a replacement to then send it back anyway for it all to be renewed with the photo.

I must be missing something but where does it state on that site that you do not need your counterpart to renew your photocard licence?0 -
Blimey, why do people keep losing the counterpart?
Your license isn't valid without it, keep it in a safe place0 -
Here is the relevant section.Applying by post
You’ll need to:- complete the photo renewal form D798
- include a new passport type photo of yourself that’s been taken within the last month - you don’t need the back of the photo signed
- return both the photocard and counterpart of your licence - if you have lost one or both parts you can still use this application but will need to tick the relevant box in part one
- enclose a cheque or postal order for £20.00 - no fee is needed if you have a medical short period licence or you’re aged 70 or over
- send your application and fee to DVLA, Swansea SA99 1DH

He's a male, need I say more about him loosing it.
Mine on the other hand is where it should be, filed under 'car' in the filing folder we have.
Where on earth he has put his I do not know as I do all the filing so obviously he hasn't passed it onto me.
Last he can remember is taking it into work as they needed a copy and doesn't know what he did with it after.
Think I will intercept the mail when he gets it renewed and file the counterpart myself.

With respect, I am a male and mine is filed in my filing box under "car" also.
If he had got a producer from the Police, he'd be in a world of hurt right now. I just don't understand why people think it's not important :rotfl:

not really,you just go in and explain its lost and you are reapplying0 -
I never separate the card from the counterpart, just leave it stuck on there with the helpful glue provided.
I can't think of any situation where having just the card on it's own would be useful, so I just treat the thing as one document. Albeit an annoying one with a lump on one end that makes it awkward to fold sometimes.0 -

i carry the photocard as its handy ID with my address on it
i also keep the paper part in my wallet as i drive at work and it easier to have it on me
i would prefer if they phased out the paper part TBH0
