PCS probably haven't paid their BPA fees - hence the expulsion.

I would think that all of them would be expelled in that caseWonder if these jokers can be done from profitting from the proceeds of illegal activities or in other words crimes ?
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

If individuals can be shown to profit from illegal activity it may be possible for the Proceeds of Crime Act to be used. This is proving a very powerful tool in civil cases.
It has been used in Planning cases where an individual is refused planning permission for say a shop, ignores it and carries on selling goods. Planning appeals take years and there aren't enough enforcement officers. If there is a blatant disregard for the law authorities can instigate action under PCA and all assets can be siezed!0 -

That substantial chunks of this are then quoted by Patrick "Private Tickets are virtually unenforceable" Troy of the BPA is more than worrying.
As for the expulsion of PCS from the AOS (not from membership of the BPA - just the Approved Operator Scheme) may have had something to do with this story.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

We want to see an independent appeals service for the entire private parking sector, similar to the principles established by existing road traffic law provided for local authority parking enforcement throughout the UK.
We want to see government legislate to make the owner liable for charges imposed in private car parks or on private and unregulated land to bring this in line with the principles established by the existing road traffic law or require the owner to identify the driver.
